REQUEST FOR EXPRESSIONS OF INTEREST SELECTION OF CONSULTANT-EXPERT FOR THE POSITION OF FINANCIAL MANAGER

1. The Government of Uzbekistan (“The Government”) and “National Electric Grid of Uzbekistan” JSC (Transmission System Operator of Uzbekistan) are inviting interested and qualified Consultant-Experts to submit their Expression of Interest and CVs for the position highlighted here and send us through the email indicated below.

Following the recent unbundling of Uzbekenergo JSC, vertically-integrated electricity utility, into three companies (generation, transmission and distribution), the Government of Uzbekistan is seeking an international expert to support management of “National Electric Grid of Uzbekistan” JSC (transmission company). The proposed expert will be hired as a consultant-expert on the financial manager.

The expert consultant is expected to help effectively establish and operationalize the transmission company including establishing its business and will have overall responsibilities of management, planning, project implementation and operation of the information and telecommunication systems and related business processes.

The Terms of Reference defining the minimum technical requirements for the proposed position are detailed in the ToR which will be provided after submission of EOI.

2. Only high-qualified Experts are eligible for this assignment if they fulfil the eligibility criteria described below and not having conflict of interests (COI) are considered for this assignment. Eligibility, COI and individual consultant selection procedures are established by the “Guidelines: Selection and Employment of Consultants under the State Procurement Procedures.

3. Your EOI should clearly indicate the position being applied for in English or in Russian and accompanied by copies of your detailed CV and supporting documents, if any. Your Expression of Interest should be valid for a period of 90 days from the date of deadline for submission indicated above and Paragraph 5 below.

4. Qualification and experience required for the proposed task:

Qualifications and skills:

• University degree in degree in economics and finance and/or business administration in power sector or equivalent;

• 10 years of relevant experience including at least 5 years of senior/managerial position in corporate finance and economics;

• Professional working proficiency in English, and/or Russian and/or Uzbek.  

General professional experience:

• Excellent management, team coordination, and communication skills;

• Able to establish a rapport and good working relations with the clients.

Specific professional experience:

• Knowledge of finance and energy in Uzbekistan will be an advantage;

• Expert in changing management with demonstrated experience in leading the corporate finance;

• Knowledge of the electric power system, including electricity dispatching and transmission; and

• Experience in a range of areas related to procurement, deployment and operation of related tools and systems (ERP, etc.).
