Title

Technical support in bid evaluation and contract award for ERP

Modernization and upgrade of transmission substations in the scope of the ESTART Project.

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project, and intends to apply part of the proceeds toward payments under the consulting services.

National Electrical Grids of Uzbekistan (NEGU) plans to introduce Management Information System - Enterprise Resource Planning (MIS-ERP) funded by the World Bank (WB) under one of the components of the Electricity Sector Transformation and Resilient Transmission (ESTART) Project.

NEGU hired a Consulting company “Fors CA Solutions” LLC (Fors) to develop a design for introduction of MIS-ERP of NEGU, particularly to develop technical specification (TS), Feasibility Study (FS) and Bidding documents (BD). For these, the WB has mobilized trust funds (PACT and ECAPDEV).

To assure further qualitative and on time implementation of the project, NEGU plans to hire an individual Consultant (ERP Expert/Specialist) who will support NEGU’s Team with advices regarding best feasible approach of ERP implementation in the company. For this, the Consultant will be provided with documents prepared by Fors for reviewing and if/where is critical, he/she will be suggested to comment documents and advise the NEGU with best decisions and reasonable conclusions. It is envisaged that Consultant will be appointed to the PIU who should also benefit from the joint work with him/her in terms of knowledge and experience sharing during engagement.

The main objective of the Consultant`s assignment is to assist ESTART Project’s PIU with the reviewing of the Subcomponent 3.1: Modernization of NES business process, particularly to corroborate that NEGU takes reasonable and best possible decisions regarding technical specifications and organizational matters for the implementation of MIS-ERP.

Subcomponent 3.1: Modernization of NES business process

This subcomponent will finance the procurement, installation, and integration of an ERP system at NES and its subsidiaries as well as support capacity development of NES core staff. Presidential Resolution #PP-4249 dated March 27, 2019, and a recently adopted Power Sector Digitalization Strategy envisage introduction of modern management information systems (MIS) at electricity utilities, including ERP, to improve the companies’ financial management (FM) and accounting practices, transparency, and accountability. This strategy is currently being updated by Ministry of Energy to incorporate the recent developments and further priorities of the Government of Uzbekistan. The new ERP will help NES streamline and standardize its business processes across the organization, adopt some of the global good practices being followed in similar organizations, and improve its corporate governance.

The scope of this consultancy assignment will include:

Review and comment ERP Technical Specifications as necessary with the goal to enhance requirements and fill missed gaps regarding latest technological and innovative solutions available in the market.

Responsibility for diligent, timely and comprehensive responses to technical questions or requests for clarifications coming from MIS-ERP Bidders.

Support the NEGU in developing Scoring Models and Evaluation Criteria

Consult the NEGU on technical matters during evaluation of MIS-ERP bids. Consult the NEGU during contract signing procedure with Bidders.

Suggest best feasible practices for engagement of a Consultant for securing proper and timely implementation EMS-ERP Contract and prepare TOR for it.

Contribute to enhancement of NEGU's technical capacity in MIS-ERP. This could be in the form of suggestions for NEGU’s staff to undertake specific offline/online trainings on ERP and/or organizing presentations for ENGU’s staff etc.

Qualification requirements:

Experience & Language Requirements

Experiences of successful implementation of ERP in large, similar to scale of NEGU, enterprises.

Expert level knowledge and relevant experience (ten years) in managing IT Projects and Programs of high complexity. Experience leading significant strategic initiatives, interacting with Executive Management

Experiences in projects financed by international financial institutions and related procedures. English - verbal and written;

Russian or Uzbek – desirable.

Education

Master degree or equivalent level in IT, Business Administration, Computer Science, Technical Engineering or related fields.

PMI-centric project management Advanced courses MS Project

PMI PMP, PMI-ACP Certifications – desirable ERP related certifications

It is expected that the Consultant will be involved during the period commencing from January 2023 till June 2023. Over this period, up to 40 person days of effort is estimated.

DELIVERABLES AND REPORTING

General delivery is the successful completion of ERP project initiation stage. Moreover, each stage listed in the Consultant’s Tasks section should be supported with relevant brief report on the services rendered, including the proposals, models, scoring, etc.
