Loan No. and Title: L4326-UZB: Power Transmission Grid Enhancement Project

Contract No. and Title: OCB/EPC/SS-01/1: Design, Supply, and Installation of the 2 high-voltage substations” (Lot 1)

Deadline for Submission of Bids: 10 April 2024 (IFB +90cd)

 

1.     The Republic of Uzbekistan has received financing from the Asian Development Bank (ADB) toward the cost of Power Transmission Grid Enhancement Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

 

2.     The Joint Stock Company (JSC) “National Electric Grid of Uzbekistan” (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of:

OCB/EPC/SS-01: Engineering, Procurement, and Construction Contracts for Rehabilitation of 2 high-voltage substations:

 

  • OCB/EPC/SS-01/1: Engineering, Procurement, and Construction Contracts for Rehabilitation of 2 high-voltage substations: SS "Obi-Khayot" 220 kV and SS "Zarafshon"220 kV

 

The Works comprised of:

 

  • Engineering, Procurement, and Construction Contracts for Rehabilitation of 2 high-voltage substations: SS "Obi-Khayot" 220 kV and SS "Zarafshon"220 kV

 

Bidders may bid for one (1) or more contracts, as further detailed and specified in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one (1) contract will be allowed to do so provided those discounts are included in the Letter of Bid.

 

3.     Open Competitive Bidding (International Advertisement) will be conducted in accordance with ADB’s Single-Stage, One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

 

        The Works under the Contract shall be completed within 730 days from the date of contract effectiveness.

 

 4.    Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

 

 

Key Qualifications

Requirements

(i) Historical Financial Performance

Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Employer, for the last three (3) years, 2020, 2021 and 2022 to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

 

In case of Joint Venture Each Partner must meet the requirement

(ii) Minimum average annual turnover

Minimum average annual turnover of:

 

$18,310,000.00 (eighteen million three hundred and ten thousand US Dollars)

 

calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years, 2020, 2021 and 2022.

 

In case of Joint Venture Each Partner must meet minimum 25% of the requirements; One Partner must meet minimum 40% of the requirement and All Partners Combined must meet requirement.

(iii) Financial Resources

The Bidder must demonstrate that its financial resources defined in FIN - 3, less its financial obligations for its current contract commitments defined in FIN - 4, meet or exceed the total requirement for the Subject Contract as follows:

 

$2,500,000.00 (two million five hundred thousand US Dollars)

 

In case of Joint Venture Each Partner must meet minimum 25% of the requirements; One Partner must meet minimum 40% of the requirement and All Partners Combined must meet requirement.

(iv) Bidder’s Experience

Participation as a contractor, Joint Venture partner, or subcontractor, in at least two contract that has been successfully and substantially completed within the last 5 (five) years and that is similar to the proposed contract, where the value of the Bidder’s participation for each lot exceeds:

 

$14,650,000.00 (fourteen million six hundred fifty thousand US Dollars)

 

The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements).

 

In case of Joint Venture any One Partner must meet the requirement.

(v) Experience in Key Activities

1.         Development of at least two (2) Detailed Design for construction or modernization of:

220 kV or above high-voltage digital power grid substation according to IEC 61850 with process bus

 

2. Construction or modernization of at least three (3):

220 kV or above high-voltage digital power grid substation according to IEC 61850 with process bus

 

3. Supply and installation of 220 kV or above the following substation equipment:

 

1) At least 2 (two) power transformers with capacity of 125 MVA or more each

2) More than 40 (forty) circuit breakers of 220 kV or above substation

3) More than 40 (forty) disconnectors of 220 kV or above substation

4) Supply of fully IEC 61850 compliant digital substation automation, protection, and control system,  and telecommunication equipment of 220 kV or above substation

 

In addition to above, more detailed description of the Evaluation and Qualification criteria are given in the Bidding Document.

 

The Bid shall be submitted in a separate envelope with its corresponding bid security in the amount of:

Lot 1 – 183 000.00 USD

 

It is highly recommended to confirm the bank guarantee via a SWIFT message from local banks.
