1. The Republic of Uzbekistan, represented by JSC “National Electric Grid of Uzbekistan”, received a loan from the International Development Association to cover the costs of the project and intends to use the proceeds of this loan to make payments under the contract for which this Invitation for Bids was created: Procurement and Integration of Automated Resource Management System (ERP) of the Joint-Stock Company “National Electric Grid of Uzbekistan”.

2. The established under the JSC “National Electric Grid of Uzbekistan” Project Implementation Unit (PIU)” acts as the project implementation agency and invites eligible bidders to submit their sealed Bids. Implementation of an Information System (IS) includes: implementation of ERP software, including: supply and installation of the necessary servers for ERP deployment, implementation of Meter Data Management; as well as related services: installation, integration, training, technical support.

3. Bidding will be conducted in accordance with the open competitive bidding procedures described in the World Bank Procurement Regulations for Investment Project Financing Borrowers. Goods, Works, Non-Consulting and Consulting Services", dated September 2023 (“Procurement Regulations”)  and is open to any bidders from eligible countries as defined herein who meet the following minimum qualification criteria, as indicated in the bid documents:

General and specific Experience:

• Experience in implementing large-scale projects (with a cost of at least US$ 13 million) within the CIS;

• Experience in implementing similar projects (ERP systems) over the past 5 years;

• Experience in implementing similar projects on the basis of the proposed system in the power sector - similar in functionality and complexity;

• Authorization for the supply of software (licenses) and equipment (technical components) from the manufacturer.

 

Technical capabilities:

• Availability of qualified specialists

 

Financial Capabilities:

-  Sound financial position and prospective long term profitability (2021-2023).

- The aggregate turnover for the last three full years (2021- 2023) must be at least US$ 65 million.

4. Interested eligible Bidders may obtain more detailed information from the PIU and review the Bid Documents during business hours from 9:00 a.m. to 6:00 p.m. at the address below. A pre-bid meeting for potential bidders will be organized on April 17. 2024

5. A complete set of bidding documents in English and Russian will be delivered by e-mail to all interested bidders free of charge, subject to a written application to the e-mail address or more information on the erp@uzbekistonmet.uz

6. Bids must be delivered to the address below on or before 3:00 p.m. (Tashkent time), May 6, 2024. . Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on May 6, 2024 at 3:00 p.m. (Tashkent time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.

7. All bids must be accompanied by a Bid Security in the form of a bank guarantee in the amount of: US$ 120,000 (one hundred twenty thousand).

8. Bidders wishing to offer discounts will be allowed to do so, provided those discounts are

included in the Letter of Bid.

9. Potential Bidders are cautioned that (i) they will be required to certify in their bids that all

software is genuine, either used by them under a valid license, or the software was developed by the Bidder itself, and (ii) that violations are considered fraud, which may result in ineligibility for World Bank-financed contracts.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information

on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form.
