Consulting Services of Technical Supervision and Project Implementation Support for modernization of 22 existing priority substations and Construction of the new 500 kV ‘Koltsevaya’ substation, overhead transmission lines 220kV and 500kV

Reference No.: ESTART/CS-3/2

1. The Government of Uzbekistan has received financing from the International Development Association (the Bank) toward the cost of the Electricity Sector Transformation and Resilient Transmission Project and intends to apply part of the proceeds for consulting services of Technical Supervision and Project Implementation Support for modernization of 22 existing priority substations and Construction of the new 500 kV ‘Koltsevaya’ substation under ESTART project.

2. The objective of the consulting services (“the Services”)  is to provide project management and site supervision services to Project Implementing Unit (PIU) within the JSC “National Electric Grid of Uzbekistan” (NEGU) to ensure timely and qualitatively implementation of the modernization of 22 existing priority substations and construction of new digital 500 kV ‘Koltsevaya’ substation). The Services include but not limited to: (i) review and approval of the detailed engineering design provided by the Contractors; (ii)  provide project management and site supervision to construction quality and progress by the contractors; (iii) witness factory tests and supervise testing and commissioning; (iv) review invoices against contract implementation progress and issue payment certificates; (v) review claims, variation orders and assist in preparation of contract amendments as needed; (vi) monitor compliance with the requirements of environmental and social documents by the contractors; and (vii) prepare necessary progress reports and build the Client’s project management capacity.

4. National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The best-qualified firms to carry out the services will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.

 

Shortlisting Criteria

♦ The Consultant shall be a consulting firm with relevant experience in power transmission (transmission substations, transmission lines, network/grid and related areas) projects of 220kV or higher with one of the core business areas on transmission and substation design and construction supervision minimum of 15 years.

♦  The consulting firm should have carried out at least three similar assignments preferably with at least one in central Asia region in the last 10 years.

♦  The consulting firm shall have sufficient qualified key staff and non-key experts as indicated in TOR to undertake required the assignment within the specified timeframe.

♦  The consulting firm shall have demonstrated management capability with in place a robust quality assurance system.

 

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
