Project:

Electricity Sector Transformation and Resilient Transmission (ESTART)

Consulting Services for Technical Supervision and Project Implementation Support under the Component 1 (Digitalization of the Electricity Transmission Sector) of the ESTART Project

Reference No.: ESTART/CS-3/1/1

 

1. The Government of Uzbekistan has received financing from the International Development Association (the Bank) toward the cost of the Electricity Sector Transformation and Resilient Transmission Project and intends to apply part of the proceeds for consulting services Technical Supervision and Project Implementation Support under the Component 1 (Digitalization of the Electricity Transmission Sector) of the ESTART Project.

 

2. The overall objective of the assignment with the Consultancy (the Consultant; a firm) is to provide in-house project management and supervision services to Project Implementing Unit within NEGU (the Client; NEGU) to ensure timely and qualitative implementation of the scope under the ESTART Project’s Component -1, Digitalization of the electricity transmission sector; project management and works/commissioning supervision; review and approval of the detailed engineering design provided by the Contractors; supervision of construction, erection, testing, commissioning, environmental and social safeguard monitoring, issue of necessary requested reports and progress reports;

The Consultant will support the PIU on:

(a) that the selected contractor(s) follows a high quality of project implementation in adherence to the valid standards of Uzbekistan and international standards and best practices;

(b) that the offered supplies and services of the selected contractor(s) are in full adherence to the requirements of the design, specifications and performance standards as per the technical specifications and terms and conditions of the construction contract(s); and

(c) that the methodology, approach and offered personnel of the selected contractor(s) will ensure completion of works will be in accordance with the project implementation schedules under the contract(s), that in turn will facilitate in long-term sustainability and efficient operation of the completed works [and that the works will be performed in adherence to the World Bank safeguards policies.]

The consultant shall be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPR Borrowers, dated November 2020.

An international consulting firm that is highly experienced in similar projects related to the electricity transmission networks digitalization is required. The firm shall perform its services with care, skill and diligence in accordance with the applicable professional standards currently recognized by such profession and shall be responsible for the professional quality and completeness of all deliverables or other items and services.

 

3. It is envisaged that the assignment will take 60 months (which will cover the supervision and monitoring during the 12 months of Defect Liability Period). The detailed Terms of Reference (TOR) for the assignment can be downloaded on the below link:

4. National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The best-qualified firms to carry out the services will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.

 

Shortlisting Criteria

 

Shortlisting will be carried out based on the qualification requirements as in following section of ToR (=> VII. Team Composition & Qualification Requirements for the Firm and the Key Experts).

 

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
