President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree “On measures to increase efficiency, proactivity and effectiveness in the system of state administration”. The decree approved a new structure of the Administration of the President. As a result, 284 staff units have been reduced in the Administration and organizations of its system, and duplicate positions have been optimized.

According to the decree five priority areas have been identified in the activity of the Administration of the President: education, business environment, judicial and legal system, healthcare and water resources. In order to effectively implement reforms in these areas, five deputy head positions have been introduced in the structure of the Administration.

Additionally, new positions of the advisors to the President were established on strategic development and foreign policy, as well as departments for financial technologies, digitalization and artificial intelligence, creative economy and tourism, public safety and rule of law, organization of events, preparation of analytical content for meetings and visits to the regions, as well as department of communications.

From now on, all regulatory acts and projects will be developed on the basis of scientific research of analytical institutions under the Administration of the President taking into account recommendations of scientists, local and foreign experts.

Implementation of the key areas will be carried out through project offices. A compliance system will be introduced into the activities of the Administration. This is intended to ensure transparency, strengthen executive discipline and prevent corruption.

Positions of the President's representatives have been established in certain areas. The Agency for Information and Mass Communications (AIMC) has also been abolished, on the basis of which the Center for the Production of National Content is being formed.

The accountability of state bodies to the public is being increased. The institution of press secretaries will be strengthened, and a new system of communication with the public and interaction with the media is being introduced.

The decree provides for increased autonomy of ministries and agencies in decision-making. Bureaucratic procedures will be reduced and opportunities for their proactive activity will be expanded.

A list of issues to be regulated by Government resolutions, departmental acts and acts of local government bodies will be established.

From now on, agencies will be able to independently adopt normative legal acts within the limits of their authority to regulate the relevant areas.

An opportunity for finalization (modification) in the process of state registration of the agencies’ acts will be envisioned in the Ministry of justice. It will also be permitted to incorporate legal norms as part of the harmonization of agency acts with international standards.

Measures will be taken to increase the effectiveness of the republican and local authorities of the executive power in the field of reducing bureaucratic barriers, eliminating duplicate control functions, as well as ensuring transparency and openness in decision-making.

With a view of complex territorial development, ensuring employment of the population and increasing revenues, economic, administrative and financial authority of the khokimiyats will be expanded.

Taking into account the requirements of the decree, the staff structure of the executive apparatus of the Government and executive authorities will also be revised and optimized.
