Assignment Title: Provision of Specialized Technical Training on Operation, Maintenance, Diagnostics, and Commissioning of 35–110 kV Cable Lines and Electrical Equipment

1. Background

The Joint Stock Company “National Electric Grid of Uzbekistan” (NEGU) is implementing the Electricity Sector Transformation and Resilient Transmission Project (ESTART) with financial support from a World Bank-financed grant. As part of its capacity-building activities, NEGU requires specialized technical training for its personnel in the operation, maintenance, diagnostics, and commissioning of high-voltage cable lines and associated electrical equipment at voltage levels of 35–110 kV.

This training aims to strengthen the skills and competencies of NEGU specialists responsible for the installation, servicing, and testing of high-voltage cable systems and equipment, ensuring safe, reliable, and efficient operation of the power transmission and distribution network.

2. Objectives

The main objectives of the assignment are to:

     ♦   Enhance NEGU personnel’s theoretical knowledge and practical skills in the installation, operation, and maintenance of 35–110 kV cable lines and related equipment.

     ♦   Provide participants with comprehensive understanding of diagnostic methods, testing procedures, and fault location techniques for cable systems.

     ♦   Train staff in the correct procedures for commissioning new installations, ensuring compliance with safety regulations, technical standards, and operational requirements.

     ♦   Build NEGU’s internal capacity to safely manage and troubleshoot high-voltage cable infrastructure in accordance with international best practices and standards.

3. Scope of Services

The Consultant shall develop and deliver a comprehensive training program covering three main topics related to high-voltage cable lines and electrical equipment. The training shall combine both theoretical instruction and practical exercises using real equipment, simulators, or training setups where applicable.

The three main thematic areas include:

       1. Operation and Maintenance of 35–110 kV Cable Lines – The program provides comprehensive knowledge and practical skills in the operation, installation, diagnostics, maintenance, and repair of 35–110 kV cable lines in compliance with safety requirements and regulatory standards.

       2. Insulation and Overvoltage Protection in 35–110 kV Electrical Installations – The program is a specialized course focused on the principles of insulation and protection of 35–110 kV electrical installations against overvoltage, including theoretical foundations, diagnostic and testing methods, equipment operation and maintenance, practical exercises on fault detection and elimination, as well as occupational safety and electrical safety aspects.

       3. Operation, Maintenance, and Switching of Electrical Equipment in 35–110 kV Distribution Networks under Normal and Emergency Conditions – The program is a comprehensive professional development course designed to enhance personnel skills in the operation, maintenance, repair, diagnostics, switching operations, and safety assurance of electrical equipment in 35–110 kV distribution networks under both normal and emergency conditions, including theoretical training and practical exercises.

Note: Detailed training content for each topic is provided in Annex 1 in Russian language.

Duration: The total duration of the training is defined per topic and shall follow the schedule indicated in Annex 1.

Location: Venue will be provided by the Consultant.

Participants: Groups of up to 15 participants per session.

4. Shortlisting Criteria

The Consultant must meet all of the following requirements and provide relevant documentation as proof:

     ♦   At least 10 years of experience in delivering professional training programs in the fields of operation, maintenance, and diagnostics of high-voltage electrical equipment (35–110 kV), including cable lines, substations, insulation systems, and protection devices.

     ♦   At least three (3) successfully completed training assignments in the past seven (7) years on topics related to high-voltage power equipment, cable line maintenance, or substation operation and safety for utility or industrial clients.

     ♦   Trainers with proven technical expertise (at least 3 trainers, 1 for each session).

     ♦   Availability of or access to suitable training facilities, testing and diagnostic instruments, and simulation or demonstration equipment for hands-on training sessions.

     ♦   References from previous clients.

     ♦   Ability to deliver training in Uzbek or Russian (with Uzbek or Russian speaking trainers, without using interpreters).

(Failure to meet any requirement = disqualification.)

5. Deliverables

The Consultant shall provide the following deliverables:

     ♦   Detailed training program and schedule (to be approved by NEGU before training starts).

     ♦   Training materials, including presentations, manuals, and case studies.

     ♦   Practical exercises using actual equipment or simulators.

     ♦   Certificates of completion for all participants.

     ♦   Final training report summarizing activities, participant feedback, and recommendations.

6. Implementation Schedule

The expected duration of the assignment is 2 months, including preparation, delivery, and reporting:

     ♦   Preparation and approval of the training program: 1 week

     ♦   Training delivery: as per schedule in Annex 1

     ♦   Final reporting: 2 weeks after completion of training.

7. Reporting

The Consultant shall report to NEGU’s Training & Development Department and coordinate closely with the NEGU’s Project Implementation Unit (PIU) for scheduling, logistics, and reporting.

8. Financing

The assignment will be financed through a TB0B5948-UZ Grant under the ESTART Project, and payments will be made by NEGU to the Consultant in accordance with the terms of the contract and the World Bank Procurement Regulations.

National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A firm will be selected in accordance with the Least Cost Based Selection (LCS) method set out in the Procurement Regulations, whereby the firm that submits the lowest priced proposal among those that meet the minimum technical requirements will be awarded the contract. Following this invitation for Expressions of Interest, a shortlist of qualified firms will be formally invited to submit proposals. The contract shall be a Lump-sum contract.
