Assignment Title: Training on Commissioning, Operation, and Maintenance of Protection and Control Systems at Digital Substations

1. Background

The Government of Uzbekistan has received financing from the International Development Association (the Bank) toward the cost of the Electricity Sector Transformation and Resilient Transmission Project and intends to apply part of the proceeds for Consulting Services. As part of capacity building, NEGU requires specialized training for its personnel in commissioning, operation, and maintenance of protection and control devices at highly automated (digital) substations of 35–110 kV (distribution level) and 220–500 kV (transmission level).

This training will enhance NEGU specialists’ knowledge and skills in digital substations based on IEC 61850 international standards.

2. Objectives

The assignment aims to:

· Strengthen NEGU’s technical capacity in relay protection and automation (RPA).

· Provide theoretical and practical knowledge on microprocessor-based RPA devices, functional schemes, and integration with SCADA/ASDU.

· Train participants on configuration, testing, and verification of RPA terminals with IEC 61850 (GOOSE, MMS, Sampled Values).

· Enable participants to perform commissioning, operation, and troubleshooting of RPA devices at both distribution and transmission digital substations

3. Scope of Services

The Consultant shall conduct two training modules:

Module 1: Distribution Substations (35–110 kV)

· Preparation for commissioning and maintenance of protection and control devices.

· Duration: eighty (80) academic hours (10 days).

Module 2: Transmission Substations (220–500 kV)

· Preparation for commissioning and maintenance of protection and control devices.

· Duration: eighty (80) academic hours (10 days).

Location: Tashkent, Uzbekistan (venue provided by NEGU).
Participants: To be confirmed by NEGU (separate groups for each module shall not exceed 15 people).
Completion: Both modules to be completed no later than 31 December 2025

4. Shortlisting Criteria

The Consultant must meet all of the following requirements and provide relevant documentation as proof:

· At least 10 years of relevant experience in conducting training on RPA and IEC 61850.

· Proven experience in delivering a minimum of three (3) training assignments on digital substations within the last seven (7) years.

· Demonstrated capacity to provide technically qualified trainer.

· Access to appropriate simulators and/or testing equipment necessary for training.

• Capability to deliver training in the Russian language.

(Failure to meet any requirement = disqualification.)

5. Deliverables

• Detailed training programs for each module.

• Course materials (presentations, manuals, case studies).

• Practical sessions using simulators/equipment supporting IEC 61850.

• Certificates of completion for all participants.

• Final report including participant feedback and recommendations.

6. Implementation Schedule

The expected duration of the assignment is 3 months including preparation, training delivery, and reporting:
- Preparation and approval of training program: 1 month;
- Training delivery: 10 days per group;
- Final reporting: 2 weeks after training completion.

7. Reporting

· Reporting to NEGU’s Training & Development Department.

· Coordination with NEGU PIU for scheduling and logistics.

Financing

 

The assignment will be financed through a TB0B5948-UZ Grant under the ESTART Project, and payments will be made by NEGU to the Consultant in accordance with the terms of the contract and the World Bank Procurement Regulations.

National Electric Grid of Uzbekistan (NEGU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A firm will be selected in accordance with the Least Cost Based Selection (LCS) method set out in the Procurement Regulations, whereby the firm that submits the lowest priced proposal among those that meet the minimum technical requirements will be awarded the contract. Following this invitation for Expressions of Interest, a shortlist of qualified firms will be formally invited to submit proposals. The contract shall be a Lump-sum contract.
