Information on the Investment Project “Modernization and Reconstruction of Main Electric Power Networks”

Basis for project implementation: Resolution of the President of the Republic of Uzbekistan No. PQ-363 dated November 9, 2023.

Project objective: Modernization of physically and technologically outdated high-voltage power transmission lines and substations in the Tashkent, Bukhara, Kashkadarya, Fergana, Surkhandarya, Namangan, and Samarkand regions, as well as in the city of Tashkent, in order to provide industrial consumers and the population with reliable and uninterrupted electricity supply and to increase the reliability of the national power system.

Project capacity:

·  Modernization of power transmission lines with a total length of 355.7 km. In particular, in the Tashkent region (L-19-23, L-F-Ch, L-Ks-A, L-19-D, L-22-23), in the Kashkadarya region (L-K-K, L-32-K, L-32-M), in the Fergana region (L-7-F-1,2), in the Bukhara region
(L-Khamza-1), in the Surkhandarya region (L-D-Sh), and in the Samarkand region (L-KhK).

·  Modernization and reconstruction works at the 220 kV substations “Fayzobod” and “Zafar” in the city of Tashkent, the 220 kV “Obi-Hayot” substation in Namangan region, and the 220 kV “Zarafshon” substation in Navoi region.

Source of financing: Funds of the Asian Development Bank.

Project implementation period: 2023–2027.

The feasibility study of the project was approved by Resolution of the President of the Republic of Uzbekistan No. PQ-363 dated November 9, 2023.

On November 24, 2023, Loan Agreement No. 4326 was signed with the Asian Development Bank for project financing.

Within the framework of the project, following the results of international tender procedures for the modernization and reconstruction of power transmission lines, contracts were signed with the general contractors “ASPMK-519” (Kazakhstan) and OJSC “Tajikgidroelektromontazh” (Tajikistan).

In addition, contracts were signed for the modernization of the “Obi-Hayot” and “Zarafshon” substations with JSC “Uzelectroapparat-Electroshield” (Uzbekistan), and for the modernization of the “Fayzobod” and “Zafar” substations with “Shandong Electrical Engineering & Equipment Group Co., Ltd” (China).

Furthermore, a contract was signed with the international consulting company “SMEC INTERNATIONAL PTY. LIMITED” (Australia) to provide international supervision over the modernization and reconstruction works carried out within the project.

Currently, construction and installation works are being carried out by the general contractors in accordance with the approved schedule. The modernization works are planned to be completed in 2027.
